Plugins Not Compatible With Free Blog?

Hello Community,
Forgive me for being probably sounding annoying, but
I am trying to install the syntax highlighting plugin on my wordpress.com Blog (which is currently the free version)
but don’t see the word ‘Plugins’ anywhere on my admin page.
Can one not use Plugins with the most basic version of WP.com?
What is the cheapest update I could make with Plugin capabilities if
that is the case?Thank you!

FTP access and plugins are only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs. This is not new. It’s the way it’s always been.
There is no FTP access to our free hosted WordPress.com blogs and we bloggers cannot install plugins.
