Plugins not in admin-panel

I am trying to vamp up my blog and really kinda start it fresh. However when I go to my /wp-admin/plugins.php I get a page saying that it does not exist. I do not have a domain and also not hosted. I am unsure of how get the plugins menu to appear on my dashboard because it currently not there and apparently doesn’t exist.

If you are reading anything that makes you think that bloggers can install plugins, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability is provided on wordpress.COM hosted sites for security and stability reasons. No upgrade changes that reality. Here at wordpress.COM we have built-in plugins. https://en.support.wordpress.com/plugins/

As you need a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
