  why all in one plugin is not install in our site or upload plugin is not proceed

  Sadly, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

  There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
