Plugins not showing in Dashboard

  I’m a newer user on wordpress just upgraded my account and got a .com domain, but I can’t find the plugin option anywhere on my dashboard. I just upgraded about 15 minutes ago, so I don’t know if that’s the problem that it just hasn’t updated.

  The blog I need help with is: (visible only to logged in users)
