Plugins not showing on Dashboard. Video of issue

I can’t seem to get Plugins to show up on Dashboard. I just got my WordPress Domain name, then I obtained a years hosting through HostGator. I’m not sure what I’m doing wrong.
On HostGator, I put in a different “Admin Name” than my WordPress Name. Not sure if that’s the mistake or not and how to fix if it is.
The blog I need help with is: (visible only to logged in users)

We cannot help you with a Hostgator blog. But we can give you this: http://en.support.wordpress.com/com-vs-org/ There are no plugins on WordPress.COM blogs. Only on WordPress.ORG blogs.

So I have a .com blog and not a .org? I’m so confused…. I tried to install the wordpress file but I couldn’t figure out what I was doing at all. I didn’t see any. I paid for hosting but only after I made/bought my domain off of wordpress. I’m just confused on where I’ve messed up or if I’m just not doing something.
I’ve spent several hours trying to find the answer and am coming up short.
Just so sincerely confused…

I guess have a chat with HostGator and see what is really happening with the money you paid them.
If you are hosted with HostGator there might be another domain name involved – or you have hosting that is not fully configured – but only HostGator can help you and you might be able to get some money back

What in the world…. I am so confused. I’m just going to cancel my HostGator… hopefully I can figure something else out.
