Plugins Not Showing Up in Dashboard Sidebar

  There is no “plugins” option on my sidebar, and I don’t know why!

  The blog I need help with is: (visible only to logged in users)

  Then how come on so many tutorials I see people accessing “plugins” on the sidebar of the dashboard?
