Plugins not showing up on dashboard

I am looking to add plugins to my blog but there is no where in my dashboard that allows me to even find the plugin section. I’m aware that the issue lies with wordpress.ORG, not wordpress.COM.
I have watched countless tutorials and every one of them has a plugin section under the user section in the dashboard. Mine does not and I don’t know what to do. The tutorials also sometimes have a ‘Network Admin’ section on the dashboard, but I also do not see that on my wordpress
I also tried adding “define( ‘WP_ALLOW_MULTISITE’, true );” to the wp-config.php file, but that didn’t help. Also, when I go to [myname].wordpress.com/wp-admin/network/plugins.php I get the error msg “the requested page does not exist”

yes, I know the problem is with wordpress.ORG, not wordpress.COM. But I went to the wordpress.ORG forums and asked for help but got no replies

Well, deal with that. WP.org forums are less responsive in part because there is a huge market in paid WP.org consultancy. I’ll answer your questions there for $200 an hour myself.
If you don’t get any answers there, there’s no point coming back here except to waste our time and your time. It’s a different version of the software entirely.

Sorry to hear you didn’t get any replies on WordPress.org. But the fact remains that WordPress.com staff cannot assist with self-hosted WordPress.org sites.
