Plugins on Dashboard

Hello,
I am interested in editing my chosen theme using HTML code. However I have discovered that you cannot edit the HTML code if you do not have a plugin and in order to get a “plugins” on your dashboard, you must upgrade your WordPress account.
I am a little confused. I have a registered domain that I intend to use/ map to my blog. Once I purchase the mapping for $13.00 will I have the “plugins” option on my dashboard?
Also, I do not want to activate the link of my registered domain until the site is complete.
Is this possible? I am fairly familiar with WordPress but this is the first website I am building my blog from the bottom.

There is no FTP access to our free hosted WordPress.com blogs and we bloggers cannot install plugins.

http://en.support.wordpress.com/plugins/FTP access and plugins are only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs. So there is no other upgrade you can purchase that allows you to do as you indicate your want to do.
If you remain at WordPress.com and pay for a domain mapping upgrade read this carefully you will note that purchase changed nothing, except the URL:
