Plugins on the free version?

I have just started blogging and it’s fantastic!
But I want to introduce a TweetMeMe plugin into my posts – only I cannot locate the ‘Plugins’ directory – where is it please?

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, you can add a Tweet button via Settings -> Sharing in your Dashboard.

They are appearing underneath your posts when viewed individually.
If you want them to appear on the index page too, select “Posts, pages, and index pages” from Settings -> Sharing.
