Plugins option not showing up in admin sidebar?

  The plug-ins option is not in my admin sidebar. I have no idea why! I want to add a contact form to the page and I can’t because of this. Any ideas why? I tried going to wp-admin/plugins.php and it gives me an error.

  The blog I need help with is: (visible only to logged in users)

  We cannot use plugins on WordPress.com and there is no upgrade that will give you that ability. Plugins are only available on self-hosted WordPress.org sites, which are something completely different.

  You can add a contact form to any post or page using the contact form shortcode. If you use the classic editors from the WP-Admin dashboard, there’s also a button you can use to insert a contact form.
