  Whenever I try to add a new plugin I just get this message: ‘Want to add a store to your site?’ With options for upgrading to a premium account. Is there somewhere else I can go to add plugins to my site?

  You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no FTP access https://en.support.wordpress.com/ftp-access/ to wordpress.com hosted blogs and there is no blogger installed plugin capability
  https://en.support.wordpress.com/plugins/ There is no upgrade that changes this reality. https://en.support.wordpress.com/com-vs-org/
