Plugins Panel doesn't appear on Admin Paanel

  I think the title is self explanatory, when i go to my admin panel it doesn’t appear the section to select the Plugins, is this an upgrade or a setting that I am missing.

  Assuming your site is hosted on WordPress.com, we do not have a tab for plugins on the Dashboard because we cannot use plugins here.

  I would like to add a contact form on my blog but how can I go ahead and do that if I cannot use a plugin?
