Plugins SEO and wp

Hello, so I just found out you cannot install plugins in anyway if your site is hosted by wordpress.com? This is correct?
I had found this, and was interested in using it: http://wordpress.org/extend/plugins/rush-seo/
I was wondering what tools, where to edit, any settings available to me that will allow me to have some SEO on my wp hosted website. I am using static pages, and it seems even if I wasn’t the only tags I can change are internal website tags/categories not sure how much that would help…
All tips / suggestions are greatly appreciated! Thanks.

There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them Those found on the internet are for WordPress.ORG installs which run on different software.
