Plugins / site problem

    Can i install plugins in the free mode. It keeps saying upgrade to business account before i can install plugins. 2 problem my visitors keep getting a response not allowing them to view my website. It says no scure connection. Error can you fix that or how can I ? Can I add plugins to my site without upgrading to a business account? Need help asap thank you for your time

    Free WordPress.com plans already contain the most useful plugins. To install additional plugins requires a Business plan or eCommerce plan.
