My site is messylearning.org; I also paid to upgrade my site. I want to add a BadgeOS plugin to my site but the Plugins tab does not appear. I downloaded BadgeOS but cannot add it to my site because the Plugins tab is missing.

Please note that it is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:
If this plugin is a necessity for you, let me know and I can provide you instructions on moving to WordPress.org.

I have a self-hosted WordPress blog. My blog is messylearning.org. I paid the fee the upgrade from .com to .org. Why can’t I install Plugins?

http://messylearning.org/ is currently a WordPress.com hosted site. I understand that your domain has .org at the end of it, but that would not constitute a self-hosted WordPress site. WordPress.org would be if you got your own host and install the free WordPress software found here:
