Plugins tab on dashboard

I am trying to install a new plugin, and all the examples on how to install tell me to add through the plugin option on my dashboard.
Seems simple enough go to the plugin screen located between appearance and users on your dashboard, and install newly downloaded plugin.
Problem is that I do not have a plugin screen option on my dashboard. Is this a premium feature or do I need to update something??
What am I missing?

We do not have the option to install plugins on WordPress.com and there is no upgrade that grants that ability. Plugins are only available on self-hosted WordPress.org websites.

You can add a link to a PDF by uploading it to your media library, but you can’t embed it in the post itself. http://en.support.wordpress.com/uploading-documents/
It might be possible by uploading it to Google Docs first, but I’ve never tried it, so I don’t know for sure: http://en.support.wordpress.com/google-docs/#external-documents

Scribd works well – but it loads the whole document when displayed on a browser – so you should put it after a “More Tag” to keep everyone from needing to load the document when they don’t need to

Thank you for your responses, I appreciate the advice. Scribd looked promising, but in lieu of going with a paid service I will just stop being lazy and continue to copy and paste.

last I looked my Scribd account was free and you can put a Scribd document on a free blog here with no problems at all – Scribd is easy to use

I am sorry, you are correct. I saw the Monthly $8.99 after your first month free and stopped reading.
I was being impatient and trying to get as much done as I could before my little one woke up.
