Plugins ( what are the provisions to use them ? )

I wanna know the provisions to use the plugins. As I researched, I found that being a regular user I can’t use plugins except the one which come pre-bundled.
What can be done to use other plugins besides those ? Do I need to get a domain registered ?The blog I need help with is: (visible only to logged in users)

Plugins are not allowed on WordPress.com
http://en.support.wordpress.com/plugins/They are only applicable to privately-hosted blogs and web sites using the WordPress.org software. (not the same as domain mapping)
