Plugins/ftp/.com vs .org?

Hello!
I’ve been trying to figure out how to make my background image fit to screen. I saw that there was a simple full background plugin, but it says that I need an FTP account to get this plugin and I must use Filezilla. I don’t know how to do this at all. My website is .com and I keep seeing that wordpress.com doesn’t allow plugins, but wordpress.org does. Should I/can I switch to .org? Is there a simpler way to do what I want?Thank you so much!

There are many themes here at WordPress.com that provide the ability to upload custom image backgrounds or to set a color background. Appearance > Background
http://theme.wordpress.com/themes/features/custom-background/There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them for security reasons. Those found on the internet are for WordPress.ORG installs which run on different software.
