It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:

hi, the link you post mentiones the features of wordpress, still doesnt answer my question. How do i install a plug-in? my site is on .com, so i should be able. i have seen other sites in wordpress that present an icon plug-in just beneath the appearance one in the dashboard. Mine doesnt. how do i get that icon in? thanks

As previously mentioned, plugins are not allowed on WordPress.com sites.
