Hello jpgoodyear, starting a podcast is definitely a great idea (if that’s your plan).
If your website is hosted on WordPress.com then:
Answer 1: Audio files can be uploaded to your site if you have the Personal, Premium or Business plan.
These plans allows you to upload .mp3, .m4a, .ogg, or .wav files to your blog. Create a new post or page or edit a current one, and click the Add button and select Media.
Next, select the audio file you want to upload or click Add New to add a file from your device.
Answer 3: To have them accessible in one place, create a category. Click here to learn about how to use them. Then, a category page is created to see all the posts under that category in one place.
Answer 2: When you’ve created the category, you can display the latest posts using the category page or categories widget. It also depends on your theme design, if it allows or not.
Hope this helps.

Hey there @jpgoodyear, in case you haven’t seen it yet, we also have a neat Support guide to setting up Podcasting on WordPressdotcom. You can find it here: https://en.support.wordpress.com/audio/podcasting/
In case you are setting up a podcasting site using the standalone WP software, you’ll find all the information you need at https://wordpress.org/support and specifically https://codex.wordpress.org/Podcasting
To understand some of the differences between WordPressdotcom (where we are) and standalone WP, have a look at our Support guide https://en.support.wordpress.com/com-vs-org/
