Polling limits and captchas

Hi,
We’re organizing a contest to find the best blog in a number of categories for Portugal. We’ve created a page about this event in:
http://aventar.eu/blogs-do-ano-2011/ (only in portuguese – sorry)
This event is gathering the attention of dozens of the most important blogs in Portugal.
We’re planning to use the WordPress polling software, however we now have 28 categories, this means that we will have to make 28 polls. Since we’re doing this in two rounds this number will be doubled to 56, until the end of January.
My doubts are:
(I) I would like to know if there are limitations to the number of polls we are allowed to make in a certain time frame. I’m asking this because PollDady has limitations to the free use of the service.
(II) A very nice feature to have would be to present a captcha before each vote, raising significantly the bar against counterfeiting the voting process and results. Is it possible to have this feature?

1. We do use PollDaddy for the polls here, so you would be subject to the same limitations.
2. PollDaddy doesn’t use captcha, but they do block repeated votes from the same IP.
