A few days ago I decided to sign up a wordpress account.
I want to creat, for now, a bilingual (english/Portuguese)website.Some one told me about polylang app. How can install this app? On my dashboard account its impossible to add any app. You are forced to use this of your plan

Actually plugins are for individual WordPress.org installations, rather than the sites managed here on our servers. Have you seen https://get.wp.com ? It may help.
