Pop-up email subscribe functionality

  Is it only possible to have a pop-up email subscribe button appear on your site if you have the business plan? I have the buried “follow” button in the footer but want something when people first visit the site. I’ve been reading and reading and reading about different ways but it seems that they all necessitate an upgrade to business. (I have a premium account at the moment.) It would seem like WP should have this built in and yet it doesn’t.
