pop up screens

  I have a static page showing an organisational flowchart. When the user clicks a box on the flowchart, a pop-up appears giving more information and the option of 3 links such as: yes this is for me, no this is not for me or I don’t know.
  What plug-in do I need to achieve this?
  Is it a pop-up, splash screen, hotspot with tooltip etc.
  Any advice is most welcome
