  I need to have a webpage or at least a image on a popup window open when user access my wordpress site.

  How to do this?

  Can I enable such plugin on my site? Plugin such as “WP Express Popup”

  Popups and plugins cannot be used on WordPress.com blogs. The former are spammy, the second are a security risk.
