  Is there a way to create a Portal site for residents? One where they would have to login to get access? and they could send us messages/requests?

  The blog I need help with is: (visible only to logged in users)

  If I understand your query correctly, by saying Portal, you mean issue accounts with usernames and passwords. I am afraid you cannot achieve that here on WordPress.com. The WordPress.com site users here cannot issue username account and passwords. This can only be put into action on a WordPress.org multi-site installation.

  You cannot create a network ie. a WordPress.org multi site at WordPress.com. Please read this for a clearer understanding on this:
