There is a currently known issue with spam comment likes from questionable users https://en.forums.wordpress.com/topic/like-spam-from-russian-spammers/ but if this is a regular user then the nature of this has definitely changed.
I’ve gone ahead and tagged this for Staff for you. Forum folk are currently at their annual meet up so thanks for your patience while they get back to you.

Thanks for reporting this. As @justjennifer mentioned, this is a known issue and we are already working on blocking the spam likes. Are you happy for us to read your notifications to search for the accounts? Doing so will mean the notifications show as read so I just want to check first.

i have no problem with with wordpress staff looking into notifications.
as it does appear into the notifications systemsorry for the delay in responding to this thread.

It appears we’ve already been blocking these since early May, and the most recent of those notifications I see on your site was created on 7 April, so you shouldn’t be getting any more of those.
