Possible to change permalink structure with a free or premium account?

  I want to change the permalink structure on a WordPress.com hosted site but the option to do this is not available. Is this available with a premium upgrade or only with self-hosted WP?

  The blog I need help with is: (visible only to logged in users)

  No, that option is not available on WordPress.com
