Possible to customize the layout/HTML codes, not the CSS?

    I used to be a Blogger user and it is possible to customize the layout html codes. Is it possible to customize the layout html codes on wordpress? note: not the CSS codes.

    Please help.

    I don’t mind to pay to be able to do so.

    We cannot edit the underlying theme files here at wordpress.COM because this is a multi-user platform which means we all share the same underlying theme and wordpress files. Any change by one person would make would change it for everyone using that theme.

    Also, wordpress themes are not written in HTML. They are written in PHP script, and unless you have a thorough understanding of PHP and how to keep it secure, it is very easy to introduce security holes big enough to drive a truck through.

    The thing is, 99% of what people want to do to customize their blog is doable via CSS.
