Post appears out of sequence

Normally, my blog posts appear online in the correct order — newest first, oldest last. I have one post that always appears first, however, no matter how many items I have posted since I wrote it.
Has anyone else experienced this? If so, were you able to fix it?

It may be happening because you have set your post as “sticky”. By default, WordPress.com displays the posts on the reverse chronological order on the home page with the latest post at the top.
But you can mark some posts as Sticky to make them appear above the other posts. Check if the post is marked as sticky.

This post is my most recent and is farther down under the earlier posts under it’s own name and not under homepage with the wrong date of August 4 noted, not the 8th. The URL has possibly the date I did the draft on my phone and not the publication date. When visitors go to my homepage, is this most recent blog seen as usual? Is there a way to correct this publication date? It cannot be a Time Zone problem being 4 days ago.
