Is the “post by email” funtion just for blogs hosted on wordpress.org ? If not, then I would like know how to set it up for an external domain.I have two WordPress blogs on an externally hosted “.se” domain.

There is no built-in post by email for self-hosted blogs. That is a feature of blogs hosted here at wordpress.COM only. Check for plugins over at wordpress.ORG, which is where self-hosted blogs are supported.
