Post by Email is a way of publishing posts on your blog by email. Any email client can be used to send the email, allowing you to publish quickly and easily from devices such as cell phones.
That email address is the email address you would send your email to if you want to make a post to your blog via email. You can read more about this here:

Since this email allows anyone to publish things to your blog, you need to regenerate your Post by Email address to avoid unauthorized posting to your blog.
Under that same settings screen, clicking Regenerate or Regenerate Address will give you a new secret email to use.
I’ve redacted the email from your post, but please regenerate that email address as soon as possible even if you’re not going to be using it.
