Post should publish immediately unless scheduled otherwise.
The current default publish settings for drafts are the date and time the post was created, not the current date and time. If the draft was created a week ago and the user forgets to adjust the setting, the post will never be accessible to users currently browsing because according to wordpress feeds, the article was ‘posted’ whenever the draft was created. Users are extremely unlikely to scroll more than a couple of days through the feeds to stumble across your post.
Why would anyone want to publish an article as if it was posted in the past? I can’t think of any good reasons for doing this, but if people want to post stuff in the past they should have to do it manually. Just the same as if one wants to schedule a post for the future, something that makes sense to me.
I’m sure I’ve suggested this idea in the past. It seems like an easy and logical feature to implement. Please consider it.

As far as I know, when you publish a post, the date does move to the date and time you published it.

The default timezone is UTC time. You can reset your timezone here > Settings > General Select the closest city to you in the same timezone in the drop-down menu you see there and then click “save changes”.
Note scheduled post publication is triggered the first visitor clicking into your blog after your post was scheduled. It will still state that it was posted on the time and date that you specified, but it will not actually go up until someone visits your site. http://en.support.wordpress.com/posts/schedule-a-post/
