Bloggers have control over the comments left on their content. Blogger.com offers their users some features similar to our own comment moderation:
https://support.google.com/blogger/answer/42537?hl=en
It’s possible the blog on which you’re commenting holds all comments for moderation and the owner hasn’t yet approved it. If the blogger chooses to reject it, that is a decision completely up to them.
