  With a free blog can you post a picture or change the background?

  Yes you can.

  To post a picture in a post, select “Add Media” in the editing screen and follow the steps.

  To change the background on your website, choose “Customize” from the Appearance section on your left options menu. There is an option to change the background image. Just add your image and save the changes.
