  Hi! I would like to be able to post recipes in a beautiful format. I found one plugin online, but apparently I can’t use a plugin through the wordpress.com interface. Is there any widget available that would allow me to do something similar to this plugin?

  No, there is not. Take a look at the blogs on the Recipe tag of WP.com and see some of their solutions for formatting.
