Do you mean a comment or to become a user and post articles on it? Or are you asking how to get people interested in visiting your blog to leave comments (called “web traffic”)?
To get people to leave a comment, make sure you have comments turned on from your Options > Discussion panel and wait. To allow others to log onto your blog and publish their own articles, you have to enable them as users, so see your Users panel.
To increase the traffic and visitors to your site, write the best most interesting content you can and tell the world you have something worth visiting. It’s really that simple. Visit other blogs, comment on them, say good things, and work hard on building up your site’s content. People will visit, say “Wow! That’s really interesting!” and write an article or put you on their blogroll link list. People will come. It will take time. But content is the only way to get them there.

When I go to my account to add another user message states type email address of another wordpress .com user to add them to your file.
I have created a “user only” (without a new blog for one person. I can not seem to ne able to do that again.
How do I create a user profile w/o creating a new blog.
My blog is for exchange of information among about 50 family members and I am trying to add all of them to be able to view and post information to blog.
Any help appreciated.

They’re going to have to create accounts themselves first at the main wordpress.com site. Once they do that and give you the email address that they’ve created their account under, you can go ahead and add them in. Best bet would be to add them in as Contributors as this was they can submit their own Posts and then you can approve them. For reference, you can find a listing of the different levels here.
I’m going to be perfectly honest here. If it’s an issue with getting your family to create accounts (And we all know how family is, let’s be honest) you may be better off with a free phpnuke site or some other CMS. I know with phpNuke, anyone can add in a “News item” and then the site admin approves it and it appears on the site.
A couple weeks ago we had a teacher in here trying to get her class to sign up and she had all sorts of problems getting them all lined up. :)

They have to create their own accounts first themselves. If you were able to, you would be able to do it for anyone. That could lead to spamming and that’s not a good thing.

New question new topic. I am trying to submit questions to forum, using various topics, and the question does not get submitted. I get message topic closed. The same message no matter what topic I use. Any ideas/
