  My question is regarding a contributor making a new post. I was never emailed saying that there was a new post that needed to be reviewed and approved. This post was actually done 3 days ago and I just seen it now. I seem to get the emails when people comment on posts. Can anyone help with this? Thank you.

  I don’t believe there is a feature where you will be able to have a email sent to you when a contributor writes a post but you’re welcome to pass on the idea to staff http://en.support.wordpress.com/contact

  I have a suggestion to make. Why no ask your contributor to email you when there is a post ready for approval? It will only take him or her moments to do so and your problem will be solved.
