Posts per Page Problem

Hey everyone,
I’m having a problem adjusting the posts per page. It’s set right now to 4 but it shows 10. I’ve cleared my cache/cookies and have tried on multiple browsers and it has the same problem.
I tried adding the code into my page.php template to override but that doesn’t do anything either.
I’ve changed themes several times to see if it’s a theme issue but it does not work on any other theme, including the default and other most popular themes.
Most of the posts that are showing up were started on the same day (within hours) as drafts (about 20 posts). I’ve verified that they are not stickies and just for the heck of it I checked all the posts, did a mass edit and changed to not sticky. Same problem.
I even changed all the publish dates so no more than 4 posts are on the same page.
Any ideas?
