I’ve seen a couple of websites lately that end at the bottom with the wording ‘powered by WordPress’. Can anyone explain what that means to me please as it looks to be another website but WordPress has something to with it?
Thank you.

Click that link and note where you end up.
powered by wordpressI’m sorry but you are posting to the wrong support forum for information about wordpress.ORG software installs. We cannot help you here at wordpress.COM because that site is not hosted here and we do not provide support for sites we do not host.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

Ah well there its confused me maybe, the fact it didn’t specify which WordPress site it was and so I automatically presumed it was WordPress.

While you are here and I’ve got your attention please can I ask your advice/support on something that has remained unanswered on another thread I began. I asked about how put a handwritten signature on my site and was told to scan my signature or do it digitally and then save jpeg or png.., but my question then is, wouldn’t it just come out as a photo instead?

You have been answered here https://en.forums.wordpress.com/topic/handwriting-names-on-sites?replies=2#post-2465771 by Staff.
To add a signature to the bottom of every post and page right now requires CSS editing. See here for details on purchasing the annually renewable Premium upgrade http://store.wordpress.com/plans/premium/ and custom and CSS editing:
Custom design – Frequently Asked Questions
http://en.support.wordpress.com/custom-design/#frequently-asked-questions
http://en.support.wordpress.com/custom-design/
http://en.support.wordpress.com/custom-design/editing-css/Yes, of course every handwritten signature is an image.
After you purchase the required upgrade and create a signature image you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note that I would not in a million years or for a million dollars place my actual signature anywhere online for obvious reasons such as preventing phishing and impersonation.

Not entirely sure I follow the need for CSS since one can simply add an image at the bottom of every post.
I’d never use my actual handwriting either. Find a nice free font you like instead and create a “signature” in a graphics program, upload it as a PNG image.
-
Also a “signature” can be some sort of graphic design or a stylized single letter – or initials – anything that’s distinctive and I think simple

My wording here https://en.forums.wordpress.com/topic/powered-by-wordpress-3?replies=10#post-2482501 was poor. This is a better way to express what I meant to say.
To add a signature to the bottom of every post and page that automatically appears there requires CSS editing.
Otherwise you simply create an image of your signature or any other symbol that represents you and upload it into every post and page that you want it to appear in.
