I have been trying to cancel my wordpress premium and they will not cancel it and give me a refund. How do I get this canceled? Is there a phone number I can call?

There is no phone support.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

Hi there John,
I responded to your inquiry last week but you never contacted me back.
Last week you wanted johnhackney.net restored and connected with your Premium plan. I contacted the registrar and the domain has been restored. If you would like, I can combine it with your premium plan. However, if you want to cancel your plan and get a refund, I can do that as well. You’ll have to repurchase johnhackney.net if you want to keep it, however.
Let me know, thanks!

Hey there,
Not a problem! I have canceled your subscription for johnhackney.wordpress.com and refunded the charges back to you. It can take between 7-10 business days for the refund to reflect on your bank statement.
Please let me know if you have any other questions.
Take care,
