If I upgrade to a Premium account, can I cancel it after a period of time? I will not need to keep the blog for an entire year. THANKS.

Upgrades are one-year subscriptions.
Refunds have time limits. WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

Thanks, time thief! So if I upgraded tomorrow (July 2) and then cancelled premium on July 31, I would be charged only for one month. Is that correct? THANKS.

There are no monthly subscription plans. I suggest you contact Staff directly by email

Hi there,
As @timethief said above, you get a full refund if you cancel within 30 days. If you cancel after 30 days you don’t get any refund.
The exception is if you register a free domain as part of your Premium Plan. In that case you won’t receive a full refund when you cancel Premium, but the cost of the domain will be subtracted from your total refund amount. Domains can only be refunded for the first 48 hours.
