Premium account clarification

I’ve been using WordPress for some time now, and recently upgraded to Premium since I wanted to be able to do more with my site.
I have compared my admin page to other friends’ and they appear different.
One major difference is that they have a “Plugins” section on their dashboard, which I have never had access to on mine, free or Premium.
I have noticed I have more customization with the standard themes since upgrading to Premium, but have had issues trying to add things, such as AdSense. Is this something I should be able to add with the upgrade? Or would I need to go through a different host site?
On the topic of themes, another friend of mine has always been able to upload themes from outside of WordPress, even with a free account, whereas I have never even seen this as an option. Is this something I should be able to do with the upgrade (or as a free user, as my previously mentioned friend)?
The only thing I can think of that may be the difference between my site and my friends’ is that they are hosting their sites outside of WordPress.
Some other questions for my own clarity:
Am I supposed to have access to Plugins? Is there a way to make sure my upgrade to Premium went through properly? Should I be able to upload themes that are not preset within WordPress? Since I am currently hosted through WordPress, would going to an outside hosting site, allow me for more customization, plugin access, etc.?
Is there a more detailed explanation of the Premium features, so I can better understand what I upgraded to? I have enjoyed this site, and the user friendly interface, but am out of date when it comes to hosting, and that is why I considered upgrading through WordPress.
Once I have a better understanding of what upgrading to Premium entails, and if I decide that it offers different perks than what I originally expecting, is there a way to receive a refund? In full or prorated? I have hardly used any of the Premium features (besides the domain name, which I would like to keep), because for what I use this site for, I have not needed extra customization for themes, extra storage, or to upload video or audio.The blog I need help with is: (visible only to logged in users)

I believe there are some misunderstanding between WordPress.com and WordPress.org. You currently have a WordPress.com site, but your friends seem to have a WordPress.org site.
It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress.org blogs.

You would have to move to WordPress.org to add Adsense and upload your own themes.

I’m sorry, but there is a 30 day refund period and it looks like Premium was purchased awhile ago back in 2014 of November. Unfortunately I wouldn’t be able to get a refund for you at this time.

I spent some time reading through all of that information before upgrading, as well as posting to this forum. Unfortunately, I misunderstood the way the features were laid out.
I probably should have asked these questions before upgrading, so I could have spent the $99 upgrade on an outside host instead. Better luck next time!Thank you again for your time.
