Is it possible to design my site using a premium layout before I make the purchase? Upon approving the design I can purchase both the theme and the premium package.

Premium themes are separate one time purchases for any site. They are not included in the Premium upgrade plan. https://en.support.wordpress.com/premium-themes/

We must pay for all upgrades in full at the time of purchase.WordPress.com does not accept domain transfers but mapping an existing domain is possible. http://support.wordpress.com/domain-mapping/map-existing-domain/ The domain or mapping of any existing domain URL is included in the pricing for a personal upgrade, a premium and a business upgrade.
Premium upgrades do not include any premium themes which are all individually priced one time upgrades. The Business upgrade includes access to all premium themes but also note that there is no e-commerce capability under any plan here https://en.forums.wordpress.com/topic/small-business-website-1?replies=2#post-2804631.

WordPress.com does not provide an email service for blogs on their sub domains or on custom domains. Please see these support docs

https://en.support.wordpress.com/email-forwarding/What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content. It can take up to 72 hours for domain propagation to take place throughout the internet but it doesn’t usually take that long. https://en.support.wordpress.com/domains/

Hi there,
If you go to the Customizer you can activate a preview of the Custom Design feature of Premium by clicking on the Custom Design tab. That will allow you to experiment with custom CSS and colour schemes to get a feel for it. But the moment you close the Customizer that preview will be erased – changes you make in preview mode cannot be saved.
Likewise if you go to My Site ->Themes you can activate a live preview of any Premium Theme in the customizer to see how your site will look with that theme active. But you won’t be able to view your site with that theme outside of the Customizer unless you purchase and activate the theme.
Those are the only preview options that are available without purchasing the upgrades. We do not currently offer free trials on any of our upgrades.
