The only upgrade Plan that has unlimited storage is the Business Plan. Every other plan has a storage limit.
Business: unlimited
Premium: 10 GB
Personal: 6 GB
Free: 3 GBRegardless of plan, single uploads are limited to 1GB and if you are uploading any single item that big you will want to read this support guide on resizing and optimizing your images before uploading them: https://en.support.wordpress.com/media/image-optimization/

Hi there,
Your account does not own any upgrades on WordPress.com. You own only site, http://cropcirclesite.wordpress.com, and that site has always been on the free plan. If you have a different site on the Premium Plan, then you need to be logged in as the username that owns that site to access the Premium features.
