Premium package only applies to one blog?

I have a premium package. One blog is attached to that. I want to start another blog. Do I have to pay a premium price for that one too? Can I tansfer the premium status to the new one and just let the other one go off line for revisions?
The blog I need help with is: (visible only to logged in users)

All upgrades are per-blog.
You don’t need to have any upgrades on a blog for it to be functional, but if you want to use the features of the premium upgrade on a second blog, you will need to purchase it a second time. Alternately, you can purchase just the features you’d like on the second blog without needing the full bundle upgrade.
Currently I see that you have the upgrade on the blog scotchrood.wordpress.com with the custom domain scotchrood.com. I could transfer that upgrade to a different blog under your account if you’d like, but the domain is part of your upgrade. I could transfer the domain as well, or just the bundle without the domain, but you will not be able to register a new domain under the current upgrade.
Let me know what you’re ultimately trying to accomplish, and I can suggest the best way of making it happen.

so I upgraded the blog mountaintherapy to premium. I am trying to figure out the domain name process. I have a website with WIX and for that I have a domain name http://www.mountaintherapy.ca. If I use that for my blog can I amalgamate the website and the blog? I would also like to know if my SEO rankings will survive any changes?
Finally, if this can’t be done, does WordPress have website option and does it also have HTML capability? many thanks, Janet -
If you are using the domain at Wix, you can’t use the same domain on WordPress.com, though you could go through your domain registrar and create a subdomain, like blog.mountaintherapy.ca, and use it to point to your WordPress.com site. Alternately, you could point the domain itself to WordPress.com if you weren’t using the Wix site any more. There are slightly different steps for each of these options, so please let me know what you’d like to do.

http://en.support.wordpress.com/using-wordpress-to-create-a-website/As far as SEO goes, if you point your existing domain to a new site, you may see a temporary drop in rankings as Google and other search engines catch up and reindex your content. Over time, that should diminish assuming you are continuing to post fresh content on your new site.
