  I want to be a freelancer, so I have to create multiple websites for my clients. Can I do this if I upgrade to the premium plan?

  No, a Premium plan applies to one site only. You could create multiple free sites and perhaps transfer ownership if/when a client was ready to pay for a plan and add a custom domain.
