  Hello, I purchased the premium plan about 3 weeks about but it hasn’t registered as premium yet and it still shows I am under the free plan under my recent purchases.

  Please help!

  As a Staff member already told you 2 weeks ago, the account you are logged in through never purchased a Premium Plan, https://wordpress.com/forums/topic/receipt-54/. It seems you never followed up.
  As you have a paid plan, you can use the receipt to find out which account made that purchase at https://en.support.wordpress.com/account-recovery/
