Premium Plan not covering 2nd blog. Why??

I have a Premium Plan at wordpress.com. The plan covers my blog: http://forbiddentruthblog.com.

I created a second blog, http://femalefootpain.wordpress.com. I do not need my own domain for this blog. But I do want premium plan features for this second blog. The customizer informs me that this is a “free” blog, and therefore does not allow for specific, upgraded customization of colors, etc.

It cannot be that I must get a premium plan for each blog I create, can it? I already have a premium plan for the first blog I created, so the 2nd blog, created from the same account, should automatically allow for premium upgrades, no? Or do I have to pay for a premium account for each and every blog, individually?

The blog I need help with is: (visible only to logged in users)

Upgrades are per blog not per account – so a second upgrade is required for a second blog – sorry no bulk rates

Thanks for the info. Gonna keep the 2nd blog free, in that case. I understand the financial motivation here, but with no need for a domain, and plenty of free space on my initial, premium blog account, it is beyond greedy for wordpress.com to ask for an additional $99.00 per year to make the second blog premium
