Premium Plan- Select Themes?

I want to upgrade my free account to the Premium plan. The plan says it includes ‘select’ premium themes. I would like the Poly Theme. Does the premium plan include that theme?
Also, will I still be able to use the WordPress app to post from my phone if i upgrade to a premium theme?

There is no FTP access to any wordpress.com sites. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes

We wordpress.com bloggers do not have access to the template files underlying our themes on wordpress.COM hosted blogs and cannot edit them.
